Vision and Structure
Gold Coast Hospital Foundation is a not for profit community based organisation incorporated pursuant to an Act of Parliament proclaimed by the Minister for Health in 1994. Structured as a volunteer Board each Member is appointed by the Queensland Governor in Council in conjunction with the Minister for Health.
There is no corporation Constitution as Gold Coast Hospital Foundation was created by a Ministerial Minute pursuant to the Hospital Foundations Act 1992.
In March 1995, a trust fund (separate but ancillary to the Foundation), was established by a Trust Deed, to be known as South Coast Region Health Foundation Fund. Application was made on behalf of this trust fund for approval under the Income Tax Assessment Act. Approval was granted on 29 May 1995. The Australian Taxation Office gave its approval on the basis that the trust fund was an ‘ancillary fund’ as born out by the Trust Deed.
The Foundation is currently in negotiations with the Australian taxation Office seeking approval in its own right with item 1 status either as a Health Promotion Charity, Public Benevolent Institution, or Charitable Institution. It is the Foundation’s contention the status is confirmed by the wide objects contained within Section 13 of the Hospitals Foundations Act 1982. The Foundation, as distinct from the trust fund originally approved by the Australian Taxation Office in 1995 is no longer just an ancillary fund.
The Foundation receives no government subsidy and was established to raise funds for health services and research for the Gold Coast Health Service District.
The Foundation was established as a Charitable Fund and is endorsed to access the following tax concessions;
- GST Concession effective from 1 July 2005
- Income Tax Exemption effective from 1 July 2000
The Foundation is endorsed as a Deductible Gift Recipient effective from 1 July 2000. It is covered by item 2 of the table in Section 30-15 of the Income Tax Assessment Act 1997.
Governing Legislation
Gold Coast Hospital Foundation operates according to the Hospitals Foundations Act 1982 and Regulations 2005; Financial Administration and Audit Act 1977 and Regulations 1995.

Mission
Gold Coast Hospital Foundation is a community based organisation that was established to raise funds for health services and research for the Gold Coast Health Service District.
Vision
Gold Coast Hospital Foundation will become the “Charity of Choice” among all communities on the Gold Coast of Queensland.
Aims
In achieving its Mission and Vision, Gold Coast Hospital Foundation will develop collaborative fundraising mechanisms and activities to grow the base of health and medical research funding within the whole Gold Coast communities while improving the visibility and community engagement in promoting a culture of philanthropic giving among our staff and the communities it serves.
These aspirations will be achieved within the Gold Coast Health Service District through the following objectives:
- To increase the volume and diversity of sources of funds raised in support of the Gold Coast Health Services District through the ethical, accountable and transparent fundraising activities;
- Supporting good health and excellence in patient care;
- Providing state of the art equipment and facilities;
- Encouraging and supporting research;
- Promoting and supporting education programs;
- Active involvement in health promotion;
- Encouraging community understanding of and participation in health programs.

With two decades of senior management and leadership mainly within healthcare and medical research to his credit Mark is no stranger to Queensland where began his fundraising career in Queensland in 1991 as counsel on a capital appeal. This was followed by service as Executive Director at the then Greenslopes Repatriation Hospital Foundation and subsequently as National Executive Director of the Fundraising Institute of Australia (FIA).
Having served with prominent healthcare and medical research institutions such as Monash Institute for Reproduction and Development, Epworth Medical Foundation and at Freemasons Hospital, Mark comes to the Gold Coast Foundation from the Australian Diabetes Council where he held the post of Head of Fundraising.
As an Executive Member of FIA, Mark has held several volunteer appointments including State Chairman for New South Wales. In 2008 he was awarded an Association for Healthcare Philanthropy scholarship to attend the Madison Institute of the University of Wisconsin, one of the premier educational experiences in the fundraising world.
Mark is one of 2 people in Australasia who has the international credential Fellow of Association for Healthcare Philanthropy (FAHP) and Certified Fundraising Executive (CFRE). He has been honoured as a Fellow of the Australian Institute of Company Directors (FAICD) and Fellow of Fundraising Institute Australia (FFIA).
With a commitment to community service, Mark has been an office bearer in Rotary, Lions, Chamber of Commerce, Rugby Union, as well as a College Fellow at the University of New England-Armidale.
Mark looks forward to the challenge of the next stage of development of the Foundation as it works towards the opening of the Gold Coast University Hospital and the subsequent myriad of fundraising opportunities in support of the Health Service District and the Gold Coast Community.
Mark Hindle is married to Maureen and they have three adult children all based in Queensland with careers in sports management, the military and nursing.
